SAN GIORGIO BIGARELLO – L’iniziativa culturale di strada e, in generale, la produzione culturale sono state fortemente penalizzate dal Covid-19. Da qui parte la proposta del Movimento 5 Stelle di San Giorgio Bigarello che chiede alle commissioni consultive e consiliari di lavorare insieme per redarre un regolamento dell’arte di strada che possa convivere con una serie di limitazioni allo svolgimento dell’attività degli artisti di strada dovute alle restrizioni per impedire il contagio del virus. A tal proposito Paolo Bordini, capogruppo del Movimento 5 stelle in consiglio comunale a San Giorgio Bigarello, identifica nella presenza di Victor Adolfo Boni, componente della commissione consultiva Cultura del comune di San Giorgio Bigarello oltre che madonnaro e artista di strada una figura in grado di interfacciarsi molto bene con le associazioni di artisti di strada e supportare le altre ottime professionalità presenti nelle commissioni per la redazione del regolamento.
“I giocolieri, mimi, danzatori, burattinai, saltimbanchi, madonnari, cantanti, suonatori, musicisti, scultori di palloncini, body-artist, break-dancer, trampolieri, statue viventi, esoterici, fachiri, mangiafuoco,acrobati, clowns, ballerini e similari sono in molte Capitali europee regolamentati in accordo con gli stessi artisti fornendo occasioni di reddito per loro e per il tessuto commerciale, inoltre arricchiscono l’offerta culturale della città – spiega Boldrini -. Con l’atto sopracitato si intende riconoscere i diritti degli artisti di strada e valorizzare l’espressione artistica come sviluppo del turismo culturale. Oggi il modello di fare arte va visto nell’ottica delle nuove esigenze come ad esempio ha proposto l’ASM (artisti di strada Milano) di fare esibire gli artisti davanti ai negozi dove si creano file oppure nei parcheggi “sono queste le nuove piazze”, ma presto potremmo trovarci di fronte a normative che ci faranno vivere mercatini, estemporanee ed attività culturali in modo nuovo. Dobbiamo ripensare all’arte e andare oltre. L’emergenza coronavirus ha accelerato processi di cambiamento già in atto e oggi ci attendono scelte decisive. Sta a noi prendere la giusta direzione verso il nuovo”.
Bordini e Boni guardano al modello base proposto da FNAS (Federazione Nazionale Artisti di Strada) la base di partenza per costruire il regolamento, che preveda di destinare spazi al pubblico ed agli artisti in modo da rispettare le distanze di sicurezza ed evitare gli assemblamenti.
“Si pensa anche ad implementare una piattaforma civica dove gli artisti si registrano ed una commissione disciplinare che valuti l’idoneità dei performer artisti ad esibirsi in un determinato luogo in modo che l’attività artistica possa convivere con chi vive o lavora in quell’area del comune – conclude il consigliere – . Ma al momento sono suggerimenti, specifica Bordini, perché nella nostra proposta lo sviluppo dell’idea spetta alle commissioni dell’Ente”.
